Identify places of interest near your arrival airport.
Look at lodging prices by night. Stay in towns with the cheapest accommodation prices.
To determine sequence of travel, string your cities together by cheapest available nightly rates/dates.
Et voila! Under this rubric you will get the relative cheapest vacation in Japan. You will derive a non-touristy itinerary that will take you outside the classic one week Tokyo-Kyoto-Osaka circuit. Or as an uncouth American may say, “Momotaro samurai slash the evil, green, money-eating oni on your way to a budget conscious trip!”
